About the programme

Course Overview

Many organisations still promote project staff on tenure or the volume of work delivered rather than demonstrated competence, leaving skills gaps hidden until a difficult project exposes them and progression decisions that feel arbitrary to staff. This course guides PMO leaders, HR partners and senior project managers through building a competency framework spanning technical, behavioural and contextual competences, drawing on recognised competence models spanning technical, leadership and strategic dimensions without forcing a model that does not fit the organisation. It covers designing assessment methods including competency interviews, 360-degree feedback and portfolio evidence, calibrating assessor judgement, and building a career pathway with clear progression gates from coordinator to portfolio director. Teaching uses framework design workshops and calibration exercises against realistic assessment scenarios. Participants leave with a draft competency framework, an assessment toolkit and a career pathway structure ready to adapt to their own organisation.

Designing the Career Pathway

2 sessions · 8 points

Session 1Levels, Titles and Progression Gates

  • Define career levels from project coordinator through to portfolio or programme director.
  • Set progression gates that combine competence evidence, delivery track record and stakeholder feedback.
  • Design dual pathways that allow technical specialists to progress without becoming people managers.
  • Align pay grading and title conventions with the agreed career level structure.

Session 2Communicating the Pathway to Staff and Managers

  • Produce pathway visuals and role profiles that staff can use for self-assessment.
  • Brief line managers on how to use the pathway in appraisal and development conversations.
  • Address common staff concerns about fairness, favouritism and pace of progression.
  • Pilot the pathway with a representative group before organisation-wide rollout.
03

Assessing Competence Reliably

2 sessions · 8 points

Session 1Assessment Methods and Evidence
