About the programme

Course Overview

A major development can be fully designed, funded and resourced and still stall for months because a single consent was scoped late or a condition was never tracked to discharge. This course treats the consent programme as a project in its own right, run alongside design and procurement rather than handed to a specialist team and checked on only when a deadline is missed. Participants learn to map the full suite of permits a development needs, from environmental impact assessment and development consent through to utility wayleaves and land acquisition, and to engage statutory consultees and regulators early enough to influence rather than react to their requirements. The course covers how to structure an environmental impact assessment so technical evidence supports rather than undermines the application, how to anticipate the conditions a consent is likely to carry, and how to run a permit tracking register that keeps pre-commencement conditions from silently delaying mobilisation. A closing module covers amendments, enforcement responses and closing out consents once construction is complete.

Expected Learning Outcomes

01

Map the full suite of permits, approvals and consents a major development requires.

02

Anticipate consent conditions and draft monitoring commitments capable of being discharged.

05

Run a land referencing exercise and manage compulsory acquisition where agreement fails.

06

Sequence utility wayleaves and easements against the construction programme.

07

Track a permit register through to condition discharge and final consent close-out.

01

The Regulatory Landscape for Major Developments

2 sessions · 8 points

Session 1Consent Regimes and Early Engagement

  • Map every permit and consent a development needs, from planning through to environmental permits.
  • Engage regulators before formal application to reduce the risk of late-stage objections.
  • Use a scoping opinion to define the extent of assessment the application must cover.
  • Align the consent programme's milestones with the project's wider delivery schedule.

Session 2Statutory Consultees and Stakeholder Input

  • Identify statutory consultees relevant to the development type, from heritage to transport bodies.
  • Reconcile conflicting requirements raised by different statutory consultees.
  • Design public consultation activity that meets statutory requirements and evidences genuine engagement.
  • Assess the risk that a consented scheme faces legal challenge and plan to mitigate it.
02

Environmental Impact Assessment and Technical Evidence

2 sessions · 8 points

Session 1Structuring the Environmental Impact Assessment

  • Scope an environmental impact assessment to focus on genuinely significant effects.
  • Commission the technical chapters an assessment typically requires, such as ecology, noise and traffic.
  • Write a non-technical summary that makes the assessment accessible to the public.
  • Assess cumulative impact alongside other developments planned in the same area.

Session 2Mitigation, Monitoring and Consent Conditions

  • Apply the mitigation hierarchy of avoid, reduce, remediate and compensate to identified impacts.
  • Draft monitoring commitments precise enough to be enforced as consent conditions later.
  • Anticipate conditions commonly attached to consents of this type and plan to meet them.
  • Prepare the environmental management plan needed to discharge assessment-related conditions.
03

Applications, Land and Utilities

2 sessions · 8 points

Session 1Preparing and Submitting the Consent Application

  • Assemble a consent application package covering design, environmental evidence and land plans.
  • Run a land referencing exercise to identify every landowner affected by the scheme.
  • Prepare the case for compulsory acquisition powers where voluntary agreement is not reached.
  • Track the application through validation and examination against a published timetable.

Session 2Utilities, Wayleaves and Easements

  • Identify utility diversions that must be complete before construction can start.
  • Negotiate wayleaves and easements with utility owners and other affected third parties.
  • Respond to protective provisions requested by statutory undertakers during the application.
  • Sequence utility consents so they do not become the critical path to construction start.
04

Managing the Permit Register Through Delivery

2 sessions · 8 points

Session 1Tracking Permits and Discharging Conditions

  • Maintain a permit and consent tracking register with named owners and due dates.
  • Build a discharge-of-conditions evidence pack for submission to the consenting authority.
  • Identify which conditions are pre-commencement and protect mobilisation dates against them.
  • Escalate conditions at risk of missing their discharge date before they delay the programme.

Session 2Variations, Non-Compliance and Closing Out Consents

  • Apply for a non-material or material amendment to an existing consent where scope changes.
  • Respond formally to a regulator's enforcement notice or non-compliance finding.
  • Obtain final compliance certification to close out each outstanding consent.
  • Retain consent records for the operational life of the asset as evidence of compliance.
