About the programme

Course Overview

Methane reporting has moved from generic emission factors to source-level measurement, and operators that cannot reconcile their bottom-up inventories against top-down aerial and satellite data are now visible to regulators, investors and the public in ways that were not possible five years ago. This course builds the measurement and reporting capability that OGMP 2.0 Level 4 and Level 5 require, working through source-level quantification for compressors, pneumatic devices, flares and fugitive components, and then through the statistical reconciliation process that closes the gap between engineering estimates and site-wide measured data. Sessions cover leak detection and repair programme design, the growing role of continuous monitoring and satellite screening in identifying super-emitter events, and how a credible measurement, reporting and verification system stands up to third-party assurance. The course then turns to the EU Methane Regulation, explaining monitoring and reporting obligations for EU operators and the import equivalence requirements that non-EU exporters must satisfy to keep supplying the European market. Participants leave able to design a measurement programme that satisfies both OGMP 2.0 ambition levels and binding regulatory reporting deadlines.

Expected Learning Outcomes

01

Distinguish OGMP 2.0 reporting levels and the source-level measurement rigour required to reach Level 4 and Level 5.

02

Quantify emissions from compressors, pneumatic devices, flares and fugitive components using accepted methods.

03

Reconcile bottom-up engineering estimates against top-down aerial, satellite and site-level measured data.

04

Design a leak detection and repair programme that prioritises repairs by emission magnitude and repair cost.

05

Apply continuous monitoring and satellite screening to detect and respond to super-emitter events promptly.

06

Explain EU Methane Regulation monitoring, reporting and verification obligations for operators within the EU.

07

Assess import equivalence requirements that non-EU producers must meet to continue exporting into the EU market.

01

Source-Level Measurement and OGMP 2.0 Levels

2 sessions · 8 points

Session 1OGMP 2.0 Reporting Levels and Ambition Pathways

  • Distinguish Level 1 through Level 5 reporting requirements and the measurement rigour each level demands.
  • Plan a phased pathway from generic emission factors toward source-level measured data within reporting deadlines.
  • Identify which asset types and source categories require priority measurement under OGMP 2.0 guidance.
  • Assess resourcing and equipment needs for operators moving from Level 3 estimates to Level 4 measurement.

Session 2Source-Level Quantification Methods

  • Apply direct measurement methods to compressor seals, pneumatic devices and fugitive component leaks.
  • Quantify flare and vent emissions using combustion efficiency and flow measurement methodologies.
  • Select measurement equipment, including optical gas imaging and high-flow samplers, appropriate to each source type.
  • Document measurement uncertainty and quality assurance procedures required for OGMP 2.0 source-level data.
02

Reconciliation and Super-Emitter Detection

2 sessions · 8 points

Session 1Reconciling Bottom-Up and Top-Down Data

  • Compare bottom-up engineering estimates against aerial, satellite and site-level top-down measurement campaigns.
  • Apply statistical reconciliation methods that explain and close gaps between the two data sources.
  • Investigate root causes of persistent reconciliation gaps, including under-reported venting or equipment failures.
  • Document reconciliation results in a form suitable for OGMP 2.0 Level 5 reporting submission.

Session 2Continuous Monitoring and Super-Emitter Response

  • Design continuous monitoring network layouts that provide early warning of abnormal emission events.
  • Interpret satellite screening alerts to prioritise site investigation and confirm super-emitter events.
  • Establish rapid response procedures that isolate and repair sources identified through remote detection.
  • Track repeat offender sources and adjust maintenance schedules to prevent recurring large releases.
03

Leak Detection and Repair Programme Design

2 sessions · 8 points

Session 1Building a Risk-Based Leak Detection and Repair Programme

  • Set survey frequency and technology choice based on component count, site risk and regulatory requirement.
  • Prioritise repair scheduling by estimated emission magnitude, repair cost and safety access constraints.
  • Integrate leak detection and repair data into the site's overall methane measurement and reporting system.
  • Track programme performance indicators, including repair completion rates and re-leak frequency.

Session 2Verification and Assurance of Measurement Data

  • Prepare measurement, reporting and verification documentation for independent third-party assurance review.
  • Address common verification findings related to data completeness, calibration records and methodology consistency.
  • Coordinate assurance timelines with OGMP 2.0 and corporate reporting deadlines across the reporting year.
  • Communicate assurance outcomes and corrective actions to internal management and external stakeholders.
04

EU Methane Regulation Compliance

2 sessions · 8 points

Session 1Monitoring and Reporting Obligations for EU Operators

  • Map EU Methane Regulation monitoring, reporting and verification obligations against existing OGMP 2.0 practice.
  • Identify reporting templates and submission deadlines required of operators within the EU's jurisdiction.
  • Assess venting and flaring restrictions introduced by the regulation and their impact on operating procedures.
  • Coordinate leak detection and repair survey frequency with the regulation's minimum inspection intervals.

Session 2Import Equivalence for Non-EU Exporters

  • Explain the import equivalence mechanism and the measurement evidence non-EU exporters must provide.
  • Assess a non-EU producer's current measurement practice against the equivalence evidence requirements.
  • Plan the documentation and verification steps needed to demonstrate equivalence ahead of enforcement deadlines.
  • Evaluate commercial risk to EU-bound export contracts where equivalence evidence cannot yet be demonstrated.
