This course sets out how to test whether a healthcare project is suited to a partnership structure, using value-for-money assessment against a public sector comparator and a realistic affordability ceiling. It covers risk allocation across design, construction, demand and clinical domains, running a competitive procurement with output specifications, and structuring the special purpose vehicle's debt and equity alongside government guarantees where needed. Later modules cover drafting the project agreement, monitoring construction and operational performance against key performance indicators, and governing the partnership through its full concession term, including refinancing events, benchmarking and asset handback.
