About the programme

Course Overview

Licensing a health professional once at the point of entry says nothing about whether that person remains competent a decade later, which is why regulators and employers increasingly separate initial licensure from an ongoing continuing competence framework that has to be designed, resourced and defended in its own right. This course covers both halves of that system. Participants work through the verification steps behind granting and renewing a licence, including scope of practice checks and cross-border recognition of qualifications, and then move to the harder design problem of continuing competence: what evidence of ongoing learning and practice is required, how it is audited without becoming a paperwork exercise, and how gaps are identified before they become patient safety incidents. A dedicated module addresses fitness-to-practise processes, from initial concern to investigation and outcome, run in a way that is fair to the practitioner and protective of the public. The course closes with revalidation model design, comparing periodic renewal against continuous assurance approaches.

Expected Learning Outcomes

01

Verify a health professional's qualifications, scope of practice and standing before granting a licence.

02

Design a continuing professional development requirement that can be audited without excessive burden.

03

Build an audit process that identifies genuine competence gaps rather than just documentation gaps.

04

Run a fitness-to-practise process from initial concern through investigation to a documented outcome.

05

Design cross-border recognition criteria for professionals licensed in another jurisdiction.

06

Compare periodic licence renewal against continuous assurance models for a given profession.

07

Report licensing and competence assurance outcomes to a regulatory board or oversight body.

01

Licensing Verification and Scope of Practice

2 sessions · 8 points

Session 1Verifying Qualifications and Standing

  • Verify professional qualifications directly with the awarding institution before granting a licence.
  • Check current standing with any prior regulator, including disciplinary or restriction history.
  • Confirm identity and prevent fraudulent qualification claims using recognised verification services.
  • Set a defined processing timeline for licensing applications while maintaining verification thoroughness.

Session 2Scope of Practice and Cross-Border Recognition

  • Define scope of practice boundaries clearly enough that a licence holder knows what they may perform.
  • Assess equivalence of qualifications gained in another jurisdiction against local licensing standards.
  • Set additional assessment or supervised practice requirements for professionals trained elsewhere.
  • Review scope of practice definitions periodically as professional roles and technology evolve.
02

Designing Continuing Competence Requirements

2 sessions · 8 points

Session 1Setting Continuing Professional Development Requirements

  • Set the volume and type of continuing professional development required to maintain a licence.
  • Balance mandatory topics against professional choice so requirements stay relevant to individual practice.
  • Recognise structured learning, supervised practice and reflective activity as valid evidence forms.
  • Adjust continuing development requirements for professionals returning after an extended absence.

Session 2Auditing Competence Without Becoming a Paperwork Exercise

  • Design an audit sampling method that checks a proportion of licence holders each renewal cycle.
  • Distinguish genuine evidence of learning applied to practice from generic certificates of attendance.
  • Use peer review or practice observation as a supplement to documentary evidence where appropriate.
  • Identify audit findings that indicate a genuine competence gap requiring remediation rather than a warning.
03

Fitness to Practise and Remediation

2 sessions · 8 points

Session 1Handling Initial Concerns and Investigation

  • Triage an initial fitness-to-practise concern to decide whether formal investigation is warranted.
  • Gather evidence for a fitness-to-practise investigation while protecting the practitioner's due process rights.
  • Distinguish a competence concern requiring remediation from a conduct concern requiring disciplinary action.
  • Set interim conditions on practice where a concern poses an immediate risk during investigation.

Session 2Reaching and Communicating an Outcome

  • Present investigation findings to a panel in a form that supports a fair, evidence-based decision.
  • Design a remediation plan with measurable milestones for a practitioner found to have a competence gap.
  • Communicate a fitness-to-practise outcome to the practitioner, employer and any relevant register.
  • Monitor a practitioner's return to unrestricted practice following a completed remediation plan.
04

Revalidation Models and Regulatory Reporting

2 sessions · 8 points

Session 1Comparing Periodic and Continuous Assurance Models

  • Compare periodic licence renewal cycles against continuous assurance models built on real-time data.
  • Assess the practicality of continuous assurance given available workplace and outcome data sources.
  • Identify which professions or risk profiles justify the additional cost of continuous assurance.
  • Design a transition plan for moving a profession from periodic renewal toward continuous assurance.

Session 2Reporting to Boards and Oversight Bodies

  • Build a reporting format that summarises licensing, audit and fitness-to-practise activity for a board.
  • Present trends in competence gaps or fitness-to-practise cases that indicate a systemic issue.
  • Recommend policy changes to a regulatory board based on patterns identified through assurance data.
  • Set a review cycle that keeps the continuing competence framework aligned with emerging practice standards.
