Commission the correct survey type, management or refurbishment and demolition, for the planned work.
Asbestos Surveys, Registers and Management Plans for Existing Buildings
Trains duty holders and facilities managers to commission asbestos surveys, maintain an asbestos register and operate a management plan that controls work in buildings built before 2000.
Course Overview
Buildings constructed or refurbished before 2000 can still contain asbestos in places nobody has looked, and the duty to manage it falls on whoever controls the premises, whether or not they commissioned the original survey. This course trains duty holders, facilities managers and estates staff to commission the right survey type for the situation, read and act on survey reports, build and maintain an asbestos register, and operate a management plan that controls contractor access to identified materials. Through document review exercises and scenario-based decision-making, participants learn to distinguish a management survey from a refurbishment and demolition survey, interpret material and priority risk assessments, condition-monitor materials left in place, and brief contractors before any work that could disturb asbestos-containing materials. The course also covers licensed removal oversight and the records that demonstrate compliance during an inspection. Participants leave with a register template, a management plan structure and a contractor briefing checklist for their own estate.
Expected Learning Outcomes
Interpret material and priority risk assessments to prioritise which asbestos-containing materials need action.
Build and maintain an asbestos register that reflects current survey findings and remedial work.
Operate a management plan that controls access to and work near identified asbestos-containing materials.
Condition-monitor asbestos-containing materials left in place and record deterioration over time.
Brief contractors and building occupants before any work that could disturb asbestos-containing materials.
Oversee licensed removal contractors and verify clearance certificates before areas are reoccupied.

01Understanding Survey Types and Commissioning Them Correctly
2 sessions · 8 points
Session 1Distinguishing Management and Refurbishment Surveys
- Distinguish a management survey for normal occupation from a refurbishment and demolition survey.
- Identify situations, such as planned drilling or wall removal, that require an intrusive survey.
- Write a survey brief that specifies the areas, access requirements and intended use of the building.
- Select a competent surveyor and confirm their accreditation before commissioning survey work.
Session 2Reviewing Survey Reports and Risk Assessments
- Read a survey report to identify sampled and presumed asbestos-containing materials by location.
- Interpret material assessment scores that reflect the condition and likelihood of fibre release.
- Interpret priority assessment scores that reflect how likely materials are to be disturbed.
- Identify gaps or inaccessible areas in a survey that require further investigation or presumption.
02Building and Maintaining the Asbestos Register
2 sessions · 8 points
Session 1Structuring the Register and Recording Findings
- Structure an asbestos register that records location, material type, condition and risk score.
- Link register entries to floor plans so contractors can identify affected areas before starting work.
- Update the register whenever a new survey, removal or reassessment changes the recorded status.
- Reconcile multiple historic surveys where records conflict or use inconsistent referencing.
Session 2Making the Register Accessible and Actionable
- Make the register available to contractors, occupants and emergency services before access is granted.
- Set a review cycle for the register that reflects the age and condition of recorded materials.
- Train helpdesk and facilities staff to check the register before authorising maintenance work.
- Audit register accuracy against a sample of physical locations on a periodic basis.
03Operating the Management Plan
2 sessions · 8 points
Session 1Setting Priorities and Remedial Actions
- Prioritise remedial action, encapsulation or removal based on material and priority risk scores.
- Set timescales for addressing high-priority materials identified in the survey and register.
- Condition-monitor lower-risk materials left in place on a defined inspection schedule.
- Record condition monitoring results and escalate any deterioration for further assessment.
Session 2Briefing Contractors and Controlling Access
- Brief contractors on register findings before they start work in any area with recorded materials.
- Require a written method statement from contractors whose work may disturb identified materials.
- Control access to areas under remediation using signage, barriers and permit systems.
- Stop work immediately if suspected undocumented asbestos-containing material is disturbed.
04Overseeing Removal and Demonstrating Compliance
2 sessions · 8 points
Session 1Managing Licensed and Non-Licensed Removal Work
- Distinguish licensed from non-licensed asbestos work and confirm contractor licensing status.
- Review removal method statements and notification documents before work begins.
- Verify air monitoring and clearance certificates before reoccupying areas cleared of materials.
- Update the register and management plan once removal work is complete and certified.
Session 2Preparing for Inspection and Continuous Improvement
- Assemble survey, register and management plan documents ready for regulatory inspection.
- Review incidents or complaints involving suspected asbestos disturbance for management plan gaps.
- Train new duty holders and facilities staff on their responsibilities under the management plan.
- Benchmark the management plan against sector guidance and update it after any regulatory change.
